On deadlines for acceptance and verification of documents for rent-to-own “Yunis City” RC (Aktobe)

“Real Estate Fund “Samruk-Kazyna” JSC based on the Minutes of the Working Committee meeting as of 28.05.2015 regarding the closing of applications for the purchase of residential premises for the sale in “Yuins City” RC through the website of “Real Estate Fund “Samruk-Kazyna” JSC www.fnsk.kz, as well as in accordance with the Government Resolution of the Republic of Kazakhstan No. 728 as of June 28, 2014 “On approval of Regions Development Program until 2020” announces the deadlines for acceptance and verification of documents from the Applicants of Main and Additional priorities, who have filed online application on the website www.fnsk.kz, as candidates for the purchase of residential premises for rent-to-own “Yunis City” RC. Information on the Applicants included in the Main or Additional Priority is published below.

Applicants of the Main and Additional priorities for rent-to-own need to put together documents and go to one of any bank ( “Delta bank” JSC or “Qazaq Banki” JSC to calculate Maximum rental payment amount (hereinafter – MRPA), this MRPA calculation is paid according to statutory tariff of the bank.

“Qazaq Banki” JSC:

1) Astana – Esil district, Kunayev Str. 14/3 (“Nursaya” BC), 3 floor;

2) Almaty – Furmanov Str., 279; Abylai khan ave., 59/1 (opposite to “Zangar” TH, ex. Central Department Store); Chaikovskii Str.,149; Abai ave.,44 (at the Palace of Sport named after B. Sholak);

3) Aktobe – Abylkhair khan ave., h.65;

4) Almaty region – Karasai district, Kaskelen, Abylai khan Str., h.90; Iliiskii district, Otegen batyr settl., Titova Str., h.13 а;

5) Taraz – Zhambyl ave., 186.

“Delta bank” JSC:

1) Almaty – Almaly district, Tole bi Str., 73А corner of Seifullin ave.;

2) Astana – Almaty district, Abai ave., 32;

3) Aktobe – Ibatov Str., 43А;

4) Taraz – Aitiyev Str., 91А.

List of documents to be submitted to the second-tier banks (STB) for MRPA calculation:

  1. Application for MRPA calculation according to the form of the Bank.
  2. The Consent of the Applicant and his family members, who will cohabitate with him (her), for credit history check and issuance by the credit bureau of credit report about him to other persons according to the form of the Bank.
  3. The Consent of the Applicant and his family members, who will cohabitate with him, to check the pension payments.
  4. Originals and copies of the identity cards of the Applicant and his family members, who will cohabitate with him (her).
  5. Originals of salary statements from employer of the Applicant and his family members, who will cohabitate with him (her), for the last six months preceding the month of documents submission.
  6. Originals and copies of documents confirming other income of the Applicant and his family members, who will cohabitate with him, for the last six months preceding the month of documents submission.
  7. Originals of extracts of the pension contributions of the Applicant and his family members, who will cohabitate with him, for the last six months preceding the month of documents submission.
  8. Original and copy of marriage certificate, divorce certificate, marital partner’s death certificate (upon marital partner presence).
  9. Originals and copies of children birth certificate (upon presence of children).
  10. Originals and copies of Bank loan Contract of the Applicant and his family members, who will cohabitate with him, attaching repayment schedule, upon the existence of loan obligations in banks (in the absence of loan obligations, no documents are to be submitted).

Individual entrepreneurs shall provide the following additional documents:

  1. Original and copy of State Registration Certificate of the Applicant.
  2. Original and copy of patent in the taxation based on the Patent.
  3. Originals of extracts of the pension contributions for the last six months preceding the month of documents submission.

Upon the MRPA calculation and receipt of signed NOTIFICATION on official letterhead of the bank, the Applicants of main priority need to contact “FN Management” LLP located at the address: Aktobe, Bogenbai batyr Str. 155, h.7. ap. 390 and provide the following list of documents.

List of documents to be provided to “FN Management” LLP for residential premises allocation:

  1. Originals and copies of identity cards of Applicant and his/her family members, who will cohabitate with him/her.
  2. Original of certificate of registration authority (PSC-public service center) evidencing the nonexistence of separate housing and nonexistence of deal with residential premises within 3 (three) calendar years, preceding to the moment of Application in this residential area for Applicant and his family members, who will cohabitate with him.* Date of issuance of certificate of registration authority evidencing the nonexistence of separate housing shall not be earlier than the date of first publication of announcement on start of applications for certain object.
  3. Original and copy of marriage certificate, divorce certificate, marital partner’s death certificate (upon marital partner presence).
  4. Originals and copies of children birth certificate (upon presence of children).
  5. Original of official letterhead of the Bank with the Applicant’s MRPA calculation, in case of residential premises allocation through rent-to-own mechanism.
  6. Notarized copies of documents of title to available housing, housing registration certificate, statement of residence. If the originals of title documents are in STB (pledged), it is necessary to provide the copies of housing title documents, housing registration certificate verified by the STB, as well as the letter from STB stating that the documents are in the Bank.
  7. Notarized statement claiming that Applicant, Co-applicant (-s) is not married (if Applicant at the moment of application on allocation of premises is not married).
  8. Original and copy of birth certificates of adult family members of the Applicant to confirm relation degree.
  9. Original statement from STB on availability of money funds from Applicant and his/her family members in order to confirm the intent to make the initial payment (if initial payment was made).
  10. Original of Power of attorney from Applicant on submission of documents (if necessary).

Note:

Originals of documents specified in Clauses 1, 3, 4, 8, of this appendix are to be returned to Applicant after verification them against copy of document .

Power of attorney, specified in Clause 8 of this Appendix shall be submitted, if the third party acts on behalf of the Applicant.

"Real Estate Fund "Samruk - Kazyna" JSC (hereinafter - the Real Estate Fund) informs that in accordance with clause 7 of Annex No. 3 "Housing construction mechanism" of the Decree of the Government of the Republic of Kazakhstan No. 728 dated June 28, 2014 "On approval of the Regions Development Program until 2020" (hereinafter - the Program"), under the Program it is allowed to purchase of ownership of housing or rent-to-own of not more than 1 unit in all areas of the Program and in all regions of Kazakhstan. In this regard, in order to avoid re-realization of residential premises of the Real Estate Fund and other operators of the Program by the Participants, Applicants, Co-applicants and members of the family shall sumbit "Certificate on absence (presence) of immovable property" in the Republic of Kazakhstan in addition to the list of documents submitted to "FN Management" LLP before the deadline for acceptance of documents stated in the advertisements.

Attention!

In accordance with the Sale procedure for residential and commercial (non-residential) premises and parking lots of “Real Estate Fund “Samruk-Kazyna” JSC under the Regions Development Program until 2020 “Applicants, who were included in the Main priority stand next upon priority after the Applicants of Additional priority. Herewith, housing allocation to the Applicants of Additional priority will be performed only if Applicants of Main priority are excluded due to some reasons and in the cases provided by the Rules and Sale Procedure”.

According to the Government Resolution of the Republic of Kazakhstan No. 728 as of June 28, 2014 “On approval of Regions Development Program until 2020” and Sale procedure for residential and commercial (non-residential) premises and parking lots of “Real Estate Fund “Samruk-Kazyna” JSC under the Regions Development Program until 2020, “Real Estate Fund “Samruk-Kazyna” JSC has the right to refuse an individual of the main and additional priority in allocation of residential premises in the following cases:

  • Insufficient solvency to make the monthly rental payments
  • Available residential premises (more than 18 sq. m. for each family member) in Aktobe in the last 3 years (last 36 months);
  • Failure to pay the required amount of (indemnity payment, first rental payment, initial contribution) to sign rent-to-own contract;
  • Failure to submit the required documents within the established deadline for documents acceptance.
